In November, actions were undertaken successively to strike illegal software preloading and to publicize for preloading authentic software in various parts of China. In the examination on several hundred stores of brand-name computers in Beijing and Guangzhou, law enforcement officials found that some dealers have illegally preloaded some software in varying degrees. The illegal preloading of Microsoft Office and Photoshop of Adobe were the most popular.

 The officials criticized and educated those dealers, demanded they  immediately delete the illegally preloaded software, and warned that they would be severely punished if they illegally preload the software again. After the end of the examinations, the Administration for Industry and Commerce of Guangzhou Municipality and Beijing Brigade of Administrative Enforcement of Law of Culture Market launched publicity for preloading legal software. 

 As trade organizations devoting their long-term efforts to the protection software of intellectual property rights, the Business Software Alliance and China Software Alliance offered active support and cooperation to the action. They educated the public to buy and preload legal computer software and raised their awareness about copyright protection by distributing the promotional pamphlets entitled “Preloading Authentic Computer Software, My New Choice“ and by providing the public with consultancy from experts.

According to sources, the said action is another measure taken by local governments to execute the Notice of the Ministry of Information Industry, the State Administration of Copyright and the Ministry of Commerce on the Relevant Problems Concerning Preloading Legal Software of Computer System. Such an action will be taken successively in other places like Shanghai and Chengdu.
