A Report On An Unofficial Propaganda Activity Named “Patent’s Journey Over China”

March 24, 2004 marked the start-up of “Patent’s Journey Over China”, an unofficial propaganda activity. Changjiangweiye Science & Technology Development Co. Ltd, the organizer of this program, held a ceremonial opening for the beginning of this activity. After the opening ceremony, the working staff of 140 persons departed Beijing to begin their work. Carrying material for 10,000 patents and 200,000 sets of educational literature, they will travel all of China (including Hong Kong and Macao) and deliver the selected patents to 2,378 cities and counties. The organizer for the event has raised RMB 1,700,000 in funds and made a well-conceived plan for this activity. The objective is to have the working personnel advertise and spread the message of the program on TV and radio for seven days and then hold a three-day exhibition on patents. The ultimate goal is to provide the opportunity for the owners and investors of patents to meet and hopefully reach cooperating agreements.
By bringing the inventors and investors together, this activity aims to accelerate the transformation of a patent from an “invention” to being “productive,” all the while promoting and popularizing information about intellectual property and intellectual property laws by making speeches and showing informational videos. The program is already attracting attention not only within China but also abroad. The program is a direct reflection of the growing public awareness in China concerning intellectual property rights and how the economic and legal sector are aware of the need to improve and strengthen these rights.
In the developing world today, many excellent patent technologies exist but are not being correctly utilized, thus their values are not being fully actualized. Many patents for which the inventor made painstaking efforts cannot be put into use due to the shortage of knowledge and funds. On the other hand, it is difficult for many enterprises, especially small and middle-sized ones, to obtain valuable, existing technology, therefore hindering the development and advancement of smaller companies. It is necessary for a country to have system in place that allows for the timely transformation of an invention into a productive form, and in addition allowing current inventions and technologies to help spawn new ideas.
