Liberate Creativity, Adjust New Patterns, and Achieve New Balance in the New Era

On January 12, the 9th China IP International Annual Forum and 2019 Annual Conference of In-House IP Managers in China, hosted by China IP Magazine was held in Beijing. Liu Chuntian, Chairman of the China Intellectual Property Law Association, Lin Guanghai, Deputy Chief Judge of Civil Adjudication Tribunal No.3 (IPR Division), SPC, and Lei Xiaoyun, Director General of the IP Utilization and Promotion Department, National Intellectual Property Administration, PRC attended the opening ceremony and delivered speeches. The opening ceremony was hosted by Tommy Zhang, the President and Editor-in-Chief of China IP Magazine.
 
In his speech, Liu Chuntian said that the theme of this forum "New Era, New Pattern, New Balance" is very suitable for the current situation. In the past 40 years, China has been in an economic state dominated by the labor economy. The demand for the IP system was not particularly urgent. However, it would be of vital importance in the future. In the past 40 years, China has become a huge copy machine, eager to absorb western technologies, funds, equipments, managing systems, etc, and has achieved or basically achieved industrialization. However, the industrialization is not exactly done by ourselves, but by the process of industrialization itself, because the core element of industrialization does not belong to us. Today, after 40 years of accumulation, we have begun to launch this national innovation machine, from a copier, a laborer, to a creator. At this time, the driving force is creation, so this era is really a new era.

The New Pattern reflects the relationship between various factors, including the relationship between labor and creation, the relationship between laborers and creators, and the relationship between China and developed countries in the world, and even the sensitive Sino-US relations in which new changes have taken place. These patterns need to be re-adjusted, and both domestic and international patterns require new adjustments. We are experiencing such an exciting and painful transition process that we must realign.
 
Liu Chuntian said that our goal is the same as the theme of this forum, which is the "New Balance". We believe that through a period of incorporation, as Dr. Kissinger said, Sino-US relations will not return to the past, and the relationship between China and the world and the overall pattern of the world also will not return to the past, it needs the new balance, the new balance we are experiencing now.
